According to the rule I learned when I was working at 304th LL Bn.,
8th U.S. Army, it should be Hae-Tae. Seems like there is no official
rules from our beloved government for transposing Korean into
English Alphabets. What a pity!

....참으로 한심한 것은 요즘 "한글철자법 = 맞춤법"도 엉망이고 특히 외래어 한글표기법도 모두 엉터리로 사용하고 있고, 더더욱 외국인은 아예 알아볼수 없는 별의별 희한한 "영어표기법"을 써서 물품명(Brand)나 상표를 만드는 것을 보면 너무도 한심스러울 뿐이예요.... 言語純化 언어순화가 정말 절실하게 필요하게 느껴집니다.
