2010 년 3월 21일 건강보험법이 통과되었습니다.
이것은 법률로 통과되도록 오바마 대통령이 서명하기 위하여 보내진 상원의 법안입니다.
이 법안은 의회 기록문서이고 그것은 반드시 미국 시민들이 의무적으로 (Mandatory)
칩을 받는 것을 포함하고 있습니다.
이번 건강보험 개혁 내용 중 Page 503 " ... Medical Device surveillance"
이는 정부가 국민들에게 감시용 의료기구 칩을 몸에 넣도록 명령했으며,
Page 1002에는 다음과 같은 내용이 있었습니다.
The Obama Health care bill under Class II (Paragraph 1, Section B) specifically includes
‘‘(ii) a class II device that is implantable." Then on page 1004 it describes
what the term "data" means in paragraph 1, section B:
‘‘(B) In this paragraph, the term ‘data’ refers to
information respecting a device described in paragraph (1),
including claims data, patient survey data, standardized
analytic files that allow for the pooling and analysis of
data from disparate data environments, electronic health
records, and any other data deemed appropriate by the
Secretary"
What exactly is a class II device that is implantable?
Approved by the FDA, a class II implantable device is a "implantable radiofrequency
transponder system for patient identification and health information."
The purpose of a class II device is to collect data in medical patients
such as "claims data, patient survey data, standardized analytic files that
allow for the pooling and analysis of data from disparate data environments,
electronic health records, and any other data deemed appropriate by the Secretary."
즉 의료 보험에 가입하지 않은 사람들을 의무적으로 공공 보험에 가입시킨다는
취지의 이번 의효보험개혁 내용중에 공공 보험가입자의 보험기록, 환자자료, 병력등과
그 외 정부가 필요하다고 판단되는 우리에 관한 각 종 자료가 입력된 장치를 보험가입자의
인체에 삽입한다는 내용입니다.
Page 1006 에는 "to be enacted within 36 months upon passage"
(본 법안이 통과된 날로 부터 36개월 이내에 시행령을 만들고 그 후에 칩을 넣는다)
"And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads: And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name. Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six."
